The production calendar is an important document that is published for the whole year. Every resident of the Russian Federation always looks forward to it, because you can plan your vacation using it. The calendar indicates how many days off there will be for the New Year, May and other holidays, as well as working hours.

Our article is devoted to the approved production calendar for 2015. Let's figure out what this calendar is and why it is needed.

What kind of calendar is this and where is it used?

The production calendar is used at any enterprise, in any organization. Specialists in the HR and accounting departments cannot do without it, because it is based on it that they need to draw up a work plan for the whole year. The calendar contains the following information:

• the number of working days in each month and in total for the year;
• data on weekends and working days;
• pre-holiday days, when the working day is shortened by an hour;
• working time standards.

For convenience, all information contained in the production calendar is divided monthly, quarterly and semi-annually. Monthly and annual working time standards are especially important, since they are used to calculation of hourly tariff rates. These data must be accurate and reliable, because this is what the entire country is guided by.

Based on this calendar, the accountant can carry out all operations, namely, calculate wages, calculate sick leave, draw up a vacation schedule for employees, and create a work plan.

The HR department also uses it when recording working hours. Be sure to carefully check the calendar to avoid errors and inaccuracies when calculating salaries. And it is very useful for employees to familiarize themselves with it in order to plan their vacations and New Year holidays. Based on this document, various types of reporting to government agencies are prepared.

This calendar is based on the norms of labor legislation, mainly on the provisions of the Labor Code of the Russian Federation and decrees of the Government of the Russian Federation.

Who approves it and when?

The production calendar itself is not approved; it can be found on the Internet or on the Consultant + portal. But it is drawn up on the basis of legal norms - Every year, a decree of the Government of the Russian Federation approves the transfer of days off in the new year. This is done in order to rationalize the use of non-working days. The resolution will be adopted in the second half of this year.

As for 2015, the government took care of the postponement in advance - on August 27, 2014. The transfer project was prepared by the Russian Tripartite Commission for the Regulation of Social and Labor Relations. The rules for the year established by the resolution are not subject to change or revision and are final.

Also, the calendar is based on the provisions of the Labor Code, as mentioned earlier. The fundamental articles are articles 91-93, 101-105 and 112. The latter defines non-working holidays that are permanent in the Russian Federation.

Holidays, pre-holiday days and other important nuances in 2015

This is what the official 2015 calendar looks like:




In accordance with the Labor Code, holidays in 2015, and therefore days off, will be the following dates:

• January 1-8– New Year holidays and Christmas;
• February 23- Defender of the Fatherland Day;
• March 8- International Women's Day;
• 1st of May- Spring Festival;
• 9th May- Victory Day;
• 12 June- Russia Day;
• November 4– Day of National Unity.

As a general rule, if a holiday coincides with a weekend, then it should be moved to the day that follows the holiday, if it is a working day. The only exception to this rule is non-working days in January.

A working day followed by a holiday is shortened by an hour. Moreover, this applies not only to those who work full time, but also to those who work part-time or shifts.

The government postponed the following holiday dates in 2015: from January 3 to January 9, from January 4 to May 4. All transfers must take into account the legal norm according to which weekly uninterrupted rest is at least 42 hours.

Thus, in January there are more days off than working days; this is the shortest working month: we rest for 16 days and work for 15. Taking into account all transfers, the New Year holidays will be 11 days – January 1-11.

3 days of rest are also provided in February, we celebrate men's day - from February 21-23. Women will also have a spring holiday from March 7 to 9. In the spring, when the weather improves, it is always more pleasant to relax, so there will be long holidays - May 1-4 and May 9-11. There are a total of 13 days off in May. Russia Day is celebrated from June 12 to 14. In November there will be no chance to rest for several days; only one day is allotted for the celebration of National Unity Day.

Advice from accountants: it is preferable to take vacation in those months that have the most working days, then the amount of vacation pay will be larger. This year there will be months like this December and July. This only applies to employees with a fixed salary.

It is impossible not to mention that 2015 is a very important historical date, this is also indicated in the production calendar. This year is marked by the celebration of the 70th anniversary of Victory Day in the Great Patriotic War of 1941-1945.

Despite the fact that the transfer schedule changes every year or holidays fall on different dates, we rest approximately the same number of days from year to year.

An interesting fact is that our country is a leader in the number of days off. In the upcoming 2015, one third of the calendar year is non-working days. Just imagine, 118 days off! And this does not take into account annual leave, which is usually 28 days, and for some categories of workers it is even longer due to additional days.

Working time standards

In 2015 there will be 365 days, of which 247 are working days, 118 are weekends and holidays. As for working hours, for a 40-hour work week there will be 1971. For a 36-hour week – 1773.4 hours and 1180.6 hours for those who work 24 hours a week. The average monthly number of hours for work in the new year will be 164.25 hours.

Below is a table with the calculation of working hours for each month of 2015, for 4 quarters, 2 half-years and the whole year:

Here's an example: January is the shortest month for work. If your work week is 40 hours, then 40/5 = 8 hours. There are 15 working days in January, which means 8*15 = 120 hours. If a week contains 36 hours, then 36/5 = 7.2 * 15 = 108 hours.

A production calendar is a document that presents information in tabular form about all working and non-working days (weekends and public holidays) of the calendar year. It also includes pre-holiday days, with a reduced working day by one hour and working time standards monthly, quarterly, for half a year and for a year as a whole with a 40-, 36- and 24-hour work week.

According to Art. 112 of the Labor Code of the Russian Federation, if a public holiday falls on a day off, then the next working day after the holiday is also a day off. The government can make changes to the production calendar, moving non-working holidays and weekends to other days. Thus, the draft resolution of the Government of the Russian Federation “On the transfer of weekends in 2015” provides for the following transfers:

• from Saturday January 3, 2015 to Friday January 9, 2015;
• from Sunday 4 January 2015 to Monday 4 May 2015

This production calendar provides the standard working hours for months, quarters and 2015 as a whole for 40-, 36- and 24-hour work weeks, as well as the number of working days and days off for a five-day work week with two days off.

Article 112 of the Labor Code of the Russian Federation establishes the following non-working holidays in the Russian Federation:

In terms of the amount of vacation pay, it is more profitable to take annual leave in months with the largest number of working days. According to the production calendar in 2015, these are July and December. However, this applies exclusively to those whose wages are fixed.

According to Article 6 of the Labor Code of the Russian Federation, laws and other regulatory legal acts of state authorities of the constituent entities of the Russian Federation may establish additional non-working holidays. The corresponding norm is also contained in the Resolution of the Presidium of the Supreme Court of the Russian Federation dated December 21, 2011 N 20-ПВ11 and in paragraph 8 of the letter of the Ministry of Labor of the Russian Federation dated July 10, 2003 N 1139-21.

Transfer of days off

In accordance with part five of Article 112 of the Labor Code of the Russian Federation, for the purpose of rational use by employees of weekends and non-working holidays, weekends may be transferred to other days by federal law or a regulatory legal act of the Government of the Russian Federation

By Decree of the Government of the Russian Federation dated August 27, 2014 N 860 “On the postponement of weekends in 2015,” the following weekends were postponed in 2015:

Consequently, taking into account the postponement of holidays in 2015, the “New Year holidays” for employees will last 11 days - from January 1 to January 11, 2015.

In May 2015, employees will rest from May 1 to 4 in connection with the celebration of Spring and Labor Day, as well as from May 9 to 11 in connection with the celebration of Victory Day. In June, the rest period in connection with the celebration of Russia Day will last 3 days (June 12 - 14).

Determination of standard working hours

Did you know that:
From year to year, the Russian Federation ranks first in the ranking of countries by the number of days off. In the production calendar for 2015, you can count 118 days off, which is a third of the total number of calendar days.

In accordance with the Procedure for calculating the standard working time, approved. By Order of the Ministry of Health and Social Development of Russia dated August 13, 2009 N 588n, the standard working time is calculated depending on the established duration of working hours per week according to the calculated schedule of a five-day work week with two days off on Saturday and Sunday, based on the duration of daily work (shift). So, with a 40-hour working week, the standard working time is 8 hours; with a working week of 36 hours, it will be 7.2 hours; with a 24-hour work week - 4.8 hours.

In accordance with Part 1 of Article 95 of the Labor Code of the Russian Federation, the duration of the working day or shift immediately preceding a non-working holiday is reduced by one hour. In 2015, employees will work one hour less on April 30, May 8, June 11, November 3, and December 31.

The standard working time calculated in the specified order applies to all work and rest regimes.

Examples

In January 2015, with a five-day work week with two days off, there will be 15 work days and 16 days off.

The standard working hours in January 2015 will be:

with a 40-hour work week - 120 hours (8 hours x 15 days);

with a 36-hour work week - 108 hours (7.2 hours x 15 days);

with a 24-hour work week - 72 hours (4.8 hours x 15 days).

In 2015, in general, with a five-day work week with two days off, there will be 247 working days, including the 5 working days shortened by one hour as indicated above, and 118 days off and non-working holidays. It is interesting that the number of working days, as well as weekends and non-working holidays, did not change in 2015 compared to 2014.

The standard working hours in 2015 will generally be:

with a 40-hour work week - 1,971 hours (one hour more than in 2014)

(8 hours x 247 days - 5 hours);

with a 36-hour work week - 1,773.4 hours

(7.2 hours x 247 days - 5 hours);

with a 24-hour work week - 1,180.6 hours

(4.8 hours x 247 days - 5 hours).

According to the 2015 production calendar, non-working holidays in Russia (approved by Article 112 of the Labor Code) will be the following days:

• January 1, 2, 3, 4, 5, 6 and 8 - New Year holidays;
• January 7 - Christmas;
• February 23 - Defender of the Fatherland Day;

If a public holiday falls on a weekend, it is transferred to the next working day after the weekend. For example, in 2015, International Women's Day, March 8th, falls on a Sunday, so the day off is moved to Monday, March 9th. On the eve of official state holidays, working time is reduced by 1 hour, the same for both a 40-, 36- and 24-hour five-day working week (Part 1 of Article 95 of the Labor Code of the Russian Federation). If a holiday falls on a Sunday, then working hours on Friday are not reduced by one hour. In 2015, there will be 5 such pre-holiday days in Russia: April 30, May 8, June 11, November 3, December 31.

The Government of the Russian Federation has the right to make changes to the working calendar for 2015, to transfer non-working holidays to other days in order to rationalize the labor process (Article 112 of the Labor Code of the Russian Federation). For example, in 2015 the following transfers of weekends are provided:

• from Saturday January 3 to Friday January 9;
• from Sunday 4 January to Monday 4 May.

Thus, the New Year holidays will last 11 days in 2015, from January 1 to January 11. On Defender of the Fatherland Day there will be 3 non-working days: from February 21 to 23, in honor of International Women's Day - also 3: from March 7 to 9. During the May holidays, citizens of the Russian Federation will rest from the 1st to the 4th and from the 9th to the 11th of the month. On Russia Day there will also be three days off in a row - from June 12 to 14. In November, only one day will be a non-working holiday - Wednesday, the 4th - National Unity Day.
