In accordance with Decree of the President of the Russian Federation of May 12, 2008 N 724 “Issues of the system and structure of federal executive bodies”, the Government of the Russian Federation

decides:

1. Approve the attached Regulations on the Federal State Statistics Service.

2. Allow the Federal State Statistics Service to have up to 6 deputy heads, as well as up to 21 departments in the structure of the central apparatus in the main areas of activity of the Service.

I. General provisions

1. The Federal State Statistics Service (Rosstat) is a federal executive body that carries out the functions of generating official statistical information on social, economic, demographic, environmental and other social processes in the Russian Federation, as well as in the manner and cases established by the legislation of the Russian Federation, on control in the field of official statistical accounting.

2. The Federal State Statistics Service is under the jurisdiction of the Ministry of Economic Development of the Russian Federation.

3. The Federal State Statistics Service is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, acts of the Ministry of Economic Development of the Russian Federation, as well as these Regulations.

4. The Federal State Statistics Service carries out its activities directly and through its territorial bodies in interaction with other federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local government bodies, public associations and other organizations.

II. Authority

5. The Federal State Statistics Service exercises the following powers in the established field of activity:

5.1. submits, in accordance with the established procedure, official statistical information to the President of the Russian Federation, the Government of the Russian Federation, the Federal Assembly of the Russian Federation, and other bodies state power, local governments, the media, organizations and citizens, as well as international organizations;

5.1_2. develops draft regulatory legal acts in the field of official statistical accounting;

5.2. develops and approves, in the prescribed manner, within its competence, an official statistical methodology for conducting federal statistical observations and generating official statistical information, ensures compliance of the said methodology with international standards and principles of official statistics;

5.3. coordinates, together with the Ministry of Economic Development of the Russian Federation, the official statistical methodology generated and approved by the subjects of official statistical accounting;

5.3_1. develops a methodology for compiling national accounts, including a financial account involving Central Bank Russian Federation, and approves it;

5.4. develops, together with the subjects of official statistical accounting, a federal plan of statistical work and prepares proposals for its updating;

5.5. approves federal forms statistical observation and instructions for filling them out at the request of subjects of official statistical records, unless otherwise established by federal laws;

5.6. coordinates activities in the field of official statistical accounting when developing a federal statistical work plan, preparing proposals for its updating, compiling national accounts, and also when approving federal statistical observation forms and instructions for filling them out;

5.7. carries out the preparation, conduct and summing up of the All-Russian Population Census, the All-Russian Agricultural Census, as well as their methodological support;

5.7_1. develops draft regulatory legal acts on the issues of conducting the All-Russian Population Census, the All-Russian Agricultural Census and other federal statistical observations;

5.8. carries out preparation, methodological support, carrying out federal statistical observations in the established field of activity and processing of data obtained as a result of these observations in order to generate official statistical information;

5.8_1. determines the terms of remuneration for persons engaged on a contractual basis in accordance with the legislation of the Russian Federation to perform work related to the conduct of federal statistical observation, and the payment of remuneration to them;

5.9. develops and maintains in accordance with the established procedure all-Russian classifiers technical, economic and social information in the established field of activity;

5.10. provides interested users with data financial statements legal entities operating on the territory of the Russian Federation;

5.11. carries out in accordance with the legislation of the Russian Federation and other regulatory legal acts on contract system in the field of procurement of goods, works, services to ensure state and municipal needs of procurement of goods, works, services in the established field of activity;

5.12. generalizes the practice of applying the legislation of the Russian Federation in the established field of activity;

5.13. carries out the functions of the main manager and recipient of federal budget funds allocated for the maintenance of the Service and the implementation of the functions assigned to the Service;

5.14. organizes the reception of citizens, ensures timely and complete consideration of oral and written requests from citizens, making decisions on them and sending responses to applicants within the period established by the legislation of the Russian Federation;

5.15. ensures, within its competence, the protection of information constituting state secrets;

5.16. ensures, within its competence, an appropriate regime for storing and protecting information received in the course of the Service’s activities that constitutes official, banking, tax, commercial secrets, and other confidential information;

5.17. ensures mobilization preparation of the Service, as well as control and coordination of the activities of subordinate organizations in their mobilization preparation;

5.17_1. organizes and maintains civil defense in the Service (the subparagraph was additionally included by Decree of the Government of the Russian Federation of June 15, 2010 N 438);

5.18. organizes additional professional education employees of the Service;

5.19. interacts in the prescribed manner with government authorities of foreign states and international organizations in the established field of activity;

5.20. carries out, in accordance with the legislation of the Russian Federation, work on acquisition, storage, accounting and use archival documents, formed in the course of the activities of the Service;

5.21. provides users with official statistical and other information in the prescribed manner and on the basis of contracts for the provision of information services;

5.22. performs the functions of administrator of federal budget revenues from the provision of information services;

5.23. exercises other powers in the established field of activity, if such powers are provided for by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation.

6. In order to exercise powers in the established field of activity, the Federal State Statistics Service has the right:

6.1. receive from respondents primary statistical data and administrative data, including those containing information classified as state secrets, trade secret, information about taxpayers, personal data of individuals subject to their mandatory depersonalization, and other information, access to which is limited by federal laws, for the purpose of generating official statistical information;

6.2. organize the necessary research, tests, analyzes and assessments in the established field of activity;

6.3. give legal and individuals clarifications on issues within the competence of the Service;

6.4. exercise control over the activities of the territorial bodies of the Service and subordinate organizations;

6.5. involve, in the prescribed manner, scientific and other organizations, scientists and specialists to study issues in the established field of activity;

6.6. apply restrictive, precautionary and prophylactic measures provided for by the legislation of the Russian Federation, aimed at preventing and (or) suppressing violations by legal entities and citizens of mandatory requirements in the established field of activity, as well as measures to eliminate the consequences of these violations;

6.7. create advisory and expert bodies (councils, commissions, groups, collegiums) in the established field of activity;

6.8. establish, in the manner established by regulatory legal acts of the Russian Federation, a departmental insignia giving the right to confer the title “Veteran of Labor”, and other departmental awards and award them to employees of the central office of the Service, its territorial bodies and subordinate organizations, as well as other persons operating in the established field, approve the provisions on these badges and awards, as well as their descriptions.

7. The Federal State Statistics Service does not have the right to carry out legal regulation and functions in the established field of activity for managing state property and providing paid services, except for cases established by federal laws, decrees of the President of the Russian Federation and decrees of the Government of the Russian Federation.

These restrictions do not apply to the powers of the head of the Federal State Statistics Service to resolve personnel issues, issues of organizing the activities of the Service and issues of managing property assigned to the Service with the right of operational management.

III. Organization of activities

8. The Federal State Statistics Service is headed by a director appointed and dismissed by the Government of the Russian Federation on the proposal of the Minister of Economic Development of the Russian Federation.

The head of the Federal State Statistics Service is personally responsible for the implementation of the powers assigned to the Service.

The Head of the Service has deputies appointed and dismissed by the Government of the Russian Federation on the proposal of the Minister of Economic Development of the Russian Federation.

The number of deputy heads of the Service is established by the Government of the Russian Federation.

8_1. The structural divisions of the central apparatus of the Federal State Statistics Service are the departments for the main areas of activity of the Service. The directorates include departments.

9. Head of the Federal State Statistics Service:

9.1. distributes responsibilities among his deputies;

9.2. submits to the Minister of Economic Development of the Russian Federation:

9.2.1. draft regulations on the Service;

9.2.2. proposals on the maximum number and wage fund of employees of the central apparatus of the Service and territorial bodies of the Service;

9.2.4. project standard provision about the territorial body of the Service;

9.2.8. proposals for the conclusion of international treaties of the Russian Federation in the established field of activity;

9.3. appoints and dismisses employees of the central office of the Service and deputy heads of territorial bodies of the Service;

9.4. approves regulations on the structural divisions of the central apparatus of the Service and territorial bodies of the Service;

9.5. resolves, in accordance with the legislation of the Russian Federation on the state civil service, issues related to the passage of the federal state civil service in the Service;

9.6. approves the structure and staffing table the central apparatus of the Service within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the cost estimate for the maintenance of the central apparatus of the Service within the limits of the appropriations approved for the corresponding period and provided for in the federal budget;

9.7. approves the number and wage fund of employees of the territorial bodies of the Service within the limits established by the Government of the Russian Federation, as well as the estimated costs for their maintenance within the limits of the appropriations approved for the corresponding period provided for in the federal budget;

9.8. approves the charters of subordinate organizations, appoints and dismisses the heads of these organizations in agreement with the Minister of Economic Development of the Russian Federation, unless otherwise established by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation;

10. Financing of expenses for the maintenance of the central apparatus of the Federal State Statistics Service and its territorial bodies is carried out from funds provided in the federal budget.

11. The Federal State Statistics Service is legal entity, has a seal with the image of the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form, as well as accounts opened in accordance with the legislation of the Russian Federation.

The Federal State Statistics Service has the right to have a heraldic sign - an emblem, a flag and a pennant, established by the Ministry of Economic Development of the Russian Federation in agreement with the Heraldic Council under the President of the Russian Federation.

Information Systems

2018: Half a billion for the census

The state allocated 484.6 million rubles. for the development of a system for preparing, conducting, processing materials and obtaining results of the All-Russian population census in 2018.

This amount appears as the starting price of the contract in the tender of the Federal State Statistics Service (Rosstat), launched on March 16, 2018. Applications from applicants will be accepted until April 6, 2018.

Purpose of the system

Reviewed here automated system Rosstat is officially intended to prepare, conduct, process information about the population and obtain the results of all-Russian population censuses, including trial censuses and even so-called microcensuses.

As stated in the tender documents, the system is a single software and hardware complex that combines tools for performing work at the stages of preparation, conduct, and processing of census information, including scanning and recognition of machine-readable forms, data entry via the Internet, tablet computers and smartphones. carrying out coding and formal logical control, creating a census database, obtaining final tables, as well as “other operations necessary for monitoring all stages of the census,” the authors of the procurement note.

Scope of work

It follows from the tender documents that the future contractor will have to develop the software already existing in the system to update the list of addresses written in it, prepare software for collecting the necessary data, to organize the collection of information about the population, to “implement methods for supplementing and analyzing statistical data on the population of Russia in based on geoanalytical data in the preparation and conduct of the 2020 census, etc.

2017: Connection to SMEV and provision of company reports to banks

On December 25, 2017, it became known about Rosstat’s plans to disclose company reports to banks around the clock. This innovation is intended to make it easier for businesses to obtain loans, experts believe, but at the same time they fear that failures will occur in the system due to high load.

2000-2002: 2002 Census IT system. Scandal of the year
